• A reference is not accepted merely because a title appears plausible.
• Title, authorship, journal, year and DOI or other authoritative record must be mutually consistent.
• A DOI is never guessed, silently replaced or attached to a different publication.
• Unverified references are excluded or explicitly flagged for human resolution.
• Reference verification does not mean that a source proves every claim; claim-to-source relevance remains part of scientific review.

Core rule: If a fact cannot be verified, it is not presented as verified. If information is missing, it is not invented.
